The Announcement of "Jiangcun Village China, 

waterfront town Habitation" Rural Design Competition 

in the Yangtze River Delta Ecological Green Integration

Development Demonstration Area (Wujiang)



Based on the opportunity of the intersection of two national strategies of integrated development of the Yangtze River Delta and rural revitalization, in order to effectively improve the level of rural design and construction, enhance people's sense of access and happiness, help the comprehensive revitalization of the countryside, the People's Government of Wujiang , Suzhou, together with Shanghai Jiao Tong University School of Design, jointly launched the first "Jiangcun Village China, waterfront town Habitation" Rural Design Competition in the Yangtze River Delta Ecological Green Integrated Development Demonstration Area (Wujiang).


1.BACKGROUND


In February 2021, the Opinions of the CPC Central Committee and State Council on Comprehensively Promoting the Revitalization of the Countryside and Accelerating the Modernization of Agriculture and Rural Areas was annouced , which made overall arrangements for the priority development of agriculture and rural areas in the new stage and comprehensively promoted the revitalization of the countryside, also pointed out the direction for the work related to agriculture, rural areas and farmers in the present and future.


At present, Wujiang is using "Jiangcun" as its brand, vigorously carrying out rural construction actions, and creating two distinctive rural clusters of "Charming Grand Canal and Beauteous Lakes". Rural design and construction is not only a necessary method to achieve comprehensive revitalization of the countryside, but also the main grasp to enhance the value and connotation of the it. As one of the "Yangtze River Delta Ecological Green Integrated Development Demonstration Areas", Wujiang held the first " Jiangcun Village China, waterfront town Habitation " Rural Design Competition in the Yangtze River Delta Ecological Green Integrated Development Demonstration Area (Wujiang), with ecological green, Jiangnan culture and waterfront town habitation as the design theme, to explore the harmonious coexistence between rural space construction and public services and local civilization, which will efficaciously improve the design and construction level of countrysides in Wujiang and assist to build and deepen the brand of "China Jiangcun".


2.GOAL

Taking advantage of the International Society of Design Science(ISDS) ’s first recognition of rural designers, the competition call upon designers national wide to design specific selected rural public spaces in Wujiang. In order to link rural design requirements and designers, fostering the initiative of designers to participate in rural construction and providing the ‘Wujiang Experience’ of international significance for rural revitalization.

▪ (i) Provide a platform for designers to practice

Build a platform to provide opportunities for designers to demonstrate  their professional strengths,by actively participation in rural construction. Integrate and serve society through participation in rural micro-renovation, micro-renewal and micro-design.

▪ (ii) Provide a number of rural space renewal programmes

The design competition brings together talents from the Yangtze River Delta area, set the public space of the characteristic rural villages (characteristic boutique villages) as the main object, to provide more ideas and solutions for carrying out rural construction. The competition will also be implemented on a selective basis to effectively enhance the living environment and public services in the countryside.

▪ (iii) Strengthen the construction of academic achievements in rural revitalization design research

In order to elevate the theoretical height of rural revitalization design research and to gain a deeper understanding of the Two Mountains Theory by General Secretary Xi Jinping and the developlment of rural ecological civilization, the competition will simultaneously convene design schools and research institutions in the Yangtze River Delta region to jointly give counsel for rural revitalization and help the event with academic and theoretical research.

▪ Competition Organising Committee

The committee is composed of the relevant officials and is responsible for the organisation and implementation of the competition. The committee office located in the International Center for Innovation and Design, SJTU, is responsible for the daily work of the competition, including the coordination of university resources, the establishment of the evaluation committee and the promotion of all aspects of the competition.

 

5. TARGET PARTICIPANTS

The competition is mainly open to designers (with intermediate titles or above) from urban and rural planning, architectural design, landscape design and other design institutes in the Yangtze River Delta region. teachers and postgraduates majoring in urban and rural planning, architectural design, landscape architecture and other related disciplines from colleges and universities. The competition also encourage personals from all of the country with relevant working experience or educational experience to participate actively

Participants can apply as a team, or in the name of the orgnization, and the number of participants per team should not exceed 6.

 

6. CONTENT


The competition is divided into three categories: rural housing design, public building design and village landscape design. The organisers will provide a number of rural sites for the participants to choose, and the specific design requirements are set out in the competition design brief (click to download Annex I competition design brief.docx). Teams can choose no more than two projects.


 (i) Rural housing design

According to the design requirements, designers are required to design three household types(large, medium and small),combined with courtyard space, and design one set of plans respectively.


(ii) Public building design

Design in accordance with the relevant building functions and conditions of planning, integrated with the real environment and neighbourhood of the project surroundings. (Xinhu Village Multi-functional Service Centre, Huangjiaxi Village Multi-functional Service Centre and Jiu Li Qiao Village Multi-functional Village Service Centre)


(iii) Village landscape design

Take a single natural village (Yuandang Village Xicen Natural Village) and design the landscape nodes required by the planning. It needs to fit in with the overall environment of the village, highlight the characteristics of the village and maximize effectiveness of the landscape.

 

7.SCHEDULE


The competition is divided into five stages: programme, solicitation and release, preliminary design, preliminary round and final round.

 (i) Programme (25 September 2021-15 October 2021)

Form the competition organising committee and working group, draw up the general

 programme of the competition, determine the overall requirements and process, and clarify the key tasks and division of work.

 (ii) Solicitation and release (16 October - 10 November 2021)

a. Call for topics (16 October-20 October 2021) Further mapping of design requirements, categorisation and preparation of the competition design task sheet.

b. Release and start of registration (21 October-10 November 2021): The launch ceremony of the competition will be held in early November, publicity and promotion, announcement of the competition, registration and examination will be carried out through the media; there is no registration deadline for the competition, the deadline is subject to the timely submission of valid proposals by the participating teams.

 (iii) Preliminary design (20 November 2021 - 10 January 2022)

a. Site survey. Organise the participating teams to conduct site visits, seminar salons, thematic roadshows and other activities in batches. If offline organisation cannot be organised due to the impact of epidemic,cloud communication should be used.

v. Organisational design. The teams will design separately and submit their preliminary designs within the specified time. If necessary, the organising committee will organise a Q&A session or field interpretation.

 (iv) Preliminary round (11 January - 20 January 2022)

Relevant experts will be invited to form a jury to conduct the first round of online anonymous judging and shortlist the finalists, The specific number will be determined according to the registration status.

 (v) Final round (21 January - 28 February 2022)

a. Work refinement (21 January - 14 February 2022) Finalist teams further optimise their designs based on the expert review and submit their finalist designs within the specified time. Simultaneous media publicity and promotion will be launched at the same time.

b. Offline judging (15 February - 20 February 2022)Relevant experts will be invited to form a panel to conduct the second round of offline judging of outstanding entries and select the winning works.

c. Exhibition commendation (21 February - 28 February 2022) Media publicity and promotion will be carried out, and an exhibition of the winning entries will be held at the Wujiang Grand Theatre. Closing ceremony and commendation ceremony to be held for the design competition. The winning entries will be compiled into a book.


8. PRIZE SETTING AND INCENTIVE MECHANISM

 (i) Bonus arrangement

Rural housing design, public building design and landscape design are set separately: the first prize will be won by 1 team with a bonus of 50,000 yuan; The second prize will be awarded to 3 teams with a bonus of 20,000 yuan each; The third prize will be awarded to 16 teams with a bonus of 10,000 yuan each. The total is 810,000 yuan. Provided by Wujiang District Government.

 (ii) Incentive mechanism

a. The competition will actively promote the implementation of excellent design projects, the organiser will also recommend the winning teams to the parties involved in the project for priority adoption in the next step of construction process.

b. The chief designers of all winning teams (only one for each level of award) will be awarded the "ISDS Country Designer" certificate after applying for membership of the ISDS, and will be given priority to publish academic papers related to the theme of the competition in the international academic journal "ISDS (English version)".
